Prof Anna Masutti, Partner, RPLT
Professor Anna Masutti is Partner at RP Legalitax, a law and accountancy firm founded in 1949, with 8 offices in Italy and more than 200 professionals, 25 practice areas and 5 international desks in Europe, Asia and Africa. Masutti is also Tenured Professor of Air & Space Law and European Transport Law at the University of Bologna.
She is Chairperson of WSG, a joint venture between MSC Cruise and Costa Crociere, a member of the Council of Bank of Italy, Bologna office and Director of the open programme ‘Challenges and Opportunities of the New Space Economy’ at the Bologna Business School.
From 2020 to 2023, she was Chairperson of the Italian Railway Infrastructure Company (Rete Ferroviaria Italiana) and Chairperson of Audit and Risk Committee of RFI. She is member of the board of the European Air Law Association (EALA), Officer of the Aviation Law Committee of the International Bar Association (IBA) and Director of The Aviation & Space Journal, a quarterly journal edited by the University of Bologna. She is a member of the OECD Transport Research Committee (TRC) by appointment of the Italian Ministry of Infrastructure and Transport.
Masutti assists Italian and foreign companies operating in the aviation sector. Thanks to her long experience working with foreign clients, Masutti is expert in all matters relevant for the aviation and transport sectors. She provides assistance in multi-jurisdictional operations and transactions and she assists airlines on air carriage of passengers and cargo, including all matters concerning logistics, operational, commercial, regulatory and administrative issues.
Masutti assists clients in negotiating contracts for the aviation sector – related, in particular, to the purchase or sale of aircraft and to wet and dry lease contracts – in issues related to financing and guarantee systems, insurance and reinsurance aviation litigation, including product liability issues. Masutti assists aviation operators in the establishment of new airlines and in license and certification procedures.
She participates in national and EU projects aimed at developing new technologies in the aviation and transport sectors. She regularly co-operates with the European Commission (DG MOVE, DG GROW, DG DEFIS) in EU projects for the implementation of the Single European Sky (SES and SESAR), for the applications of the EGNSS, Galileo and Copernicus to European transport services and for the development of the EU regulatory framework of Unmanned Aircraft Systems and Advanced Air Mobility.
