Decision on the 2022 Thessaloniki Forum work streams
23 February 2022: The Thessaloniki Forum held its first on-site meeting since the pandemic and adopted two work streams for 2022: to revise existing papers with a focus on the working paper on environmental modulations to include green investments, and Independent Supervisory Authorities (ISA): role, investigatory powers, inquiry and data gathering.
On 27 January, the Thessaloniki Forum met and presented the two papers drafted in 2021:
- The chair (French ISA) of the drafting team on concessions and ISAs powers and duties presented the final paper to the Forum and industry stakeholders and explained how industry’s comments were addressed (ISA presentation available to download on the top right of this page).
- The chair (NL ISA) of the drafting team on airport charges in times of crisis presented the final paper to the Forum and industry representatives and explained how industry’s comments were addressed (ISA presentation available to download on the top right of this page).
These two reports were later adopted during the ISAs plenary.
Having considered industry’s suggestions, ISAs decided to work on the following working papers: to revise the working paper on environmental modulations to consider green investments and to develop a paper on the ISA: role, investigatory powers, inquiry and data gathering.
The NL and IE ISAs volunteered to participate in the drafting team of the environmental paper and the FR, ES, IE, EL and BG ISAs volunteered to participate in the drafting team of the paper on the ISA and its role and investigatory powers. BE and PT may also participate as drafting team members of the latter.
The Commission will liaise with ISAs to organise the drafting teams.
