Climate Commissioner Hoekstra responds to MEP on Book and Claim
13 November 2024: Following a question on a Book and Claim mechanism for sustainable aviation fuel raised by MEP Jan-Christoph Oetjen, Climate Commissioner Wopke Hoekstra responded that a report will soon be published but that such a system is not foreseeable for the moment at the moment.
Commissioner Hoekstra recently addressed questions on the 'Book and Claim' mechanism for sustainable aviation fuel (SAF) under Regulation (EU) 2023/2405 (ReFuelEU Aviation).
The European Commission was supposed to publish a report by the end of July 2024, however following a few months delay, Commissioner Hoekstra stated that the outcome of the report showed mixed views among economic operators regarding a system of tradability for SAF, highlighting varied expectations within stakeholder groups. Therefore, any enhancements to the SAF flexibility mechanism would not align with the regulation's objectives according to the Commission. The report will still address important issues involving the entire value chain of the aviation fuel ecosystem.
The European Commission also stated that the report will to contribute to the work of the International Civil Aviation Organisation (ICAO), with a focus on the entire SAF value chain.
Finally, the Commission restated its commitment to working closely with the European Union Aviation Safety Agency (EASA) over the next three years to implement recommendations from the report and establish a Book and Claim system.
