8 January 2023: On 14 December, the European Commission held a workshop in Brussels on potential new or revised Single European Sky (SES) performance scheme, minimum services and new technologies.

Consultants Steer, on behalf of the European Commission (DG MOVE) has been carrying out a study on examining the existing and potential incentive mechanisms and indicators for the SES initiative, explorimg the feasibility and impact of minimum service levels during crises, and the information needed to assess the benefits of investments in new technologies and infrastructure by air navigation service providers.

The study had three workstreams that correspond to these objectives:

1. A comparison, assessment and evaluation of the impacts and benefits of new or revised indicators and incentive mechanisms to be implemented in the SES performance and charging schemes.
2. An analysis of policy options for setting and implementing ‘minimum ATM services level’ for times of crises; and
3. An analysis of investments in new technologies and infrastructure solutions.

Steer consulted a wide range of stakeholders (Member States and National Supervisory Authorities, ANSPs, FABs, airspace users, airports, military authorities, the Network Manager and other organisations) with ERA participating in the study, including a interview with Steer.

On 14 December, ERA attended a workshop in Brussels where the initial findings and recommendations were presented and discussed. It should be noted that no new indicators are foreseen for Reference Period 4 (RP4) however potential candidates may be monitored during the period with a view to integrating them in RP5.

14 November 2023: Following the publication by the Commission of the Performance Review Body (PRB) advice on the Union-wide target ranges for the fourth Reference Period (RP4) on 29 September, ERA attended a recent consultation event in Brussels hosted by DG MOVE and the PRB. 

The targeted stakeholder consultation event on the Union-wide target ranges for RP4 (2025-2029) of the Single European Sky which took place in Brussels on 8 November at the Commission’s Albert Borschette Conference Centre.

The consultation allowed stakeholders to express their views on the PRB report as well as ask questions, gain a better understanding of the PRB’s approach, and provide the Commission with initial reactions.

17 October 2023: The Performance Review Body (PRB) has published its recommendations regarding the Union-wide target ranges the fourth Reference Period (RP4) 2025-2029.

Members can also read an information letter [4] from the PRB Chair (locked for members only).

In tandem, the PRB, together with the European Commission, has launched a written consultation on the targets for the fourth reference period. The consultation will run until 1 December.

The consultation, in the form of an online survey, can be accessed here: EUSurvey - Survey (europa.eu) [3].

Cost efficiency, capacity and environment targets are summarised below.

ERA will participate in association call with the PRB in November and members will be further consulted in due course.
