ICAO Council adopts CORSIA emissions units

On 13 March, the ICAO Council agreed on the eligible emissions units to be used for CORSIA compliance. The decision is based on the recommendations of the Technical Advisory Board (TAB), which can be found here. A vintage restriction has also been placed on eligible units.

The emissions units which comply with the offsetting requirements in 2021-2023 (CORSIA’s pilot phase) are from the following six programmes:

  • American Carbon Registry 
  • China GHG Voluntary Emission Reduction Program 
  • Clean Development Mechanism 
  • Climate Action Reserve 
  • The Gold Standard 
  • Verified Carbon Standard 

The Council has adopted all the TAB recommendations, including the exclusion of offset projects which began before 2016. These projects must represent emission reductions achieved on or before the 31 December 2020.

The restrictions will be reviewed before the start of the first phase in 2024.
