Eurocontrol provisional council action paper

Eurocontrol held the 52nd session of its governance meeting, the Provisional Council, at the agency headquarters on 28 November. Responsible for implementing Eurocontrol’s general policy, as established by the Permanent Commission, and for supervising the agency’s work, member states are represented at director general of civil aviation level.

The session started with the Eurocontrol DG’s report, in which Eamonn Brennan informed the Heads of Delegation and the Provisional Council members about the key developments since the last meeting regarding the strategic, agency and operational matters, stakeholders’ engagement and key supporting activities. It is important to highlight the agency’s commitment towards supporting stakeholders, including ERA in all possible forms (providing statistics and think papers, joint programmes with EU bodies and collaboration with international organisations). In the operational context the NM is preparing the ground work for summer 2020 and implementation of eNM for 2020 and has also initiated an Airspace Re-organisation Programme.

Apart from the usual reporting of agency bodies and committees (AAB, ANSB, CMSC, MAB, SCF), in which the future of SES, the 2020–2024 agency business plan, the 2020 budget and route charges were addressed; a special guest József Váradi, CEO of Wizz Air, gave an insight into the business model of the fastest growing airline in Europe (20 per cent growth in Q3 2019). In his presentation the ULCC’s future plans in terms of fleet expansion and the sustainable environmental, economical and human resource growth were also highlighted. At the end of the meeting, the Spanish DGCA Raúl Medina Caballero was re-elected as the PC’s President for the next two calendar years, who will be supported by two Vice-presidents (DGCAs of Germany and Georgia) also elected for the same time period.
