Call for evidence for the European Disability Card initiative
13 December 2022: Based on the Strategy for the Rights of Persons with Disabilities 2021-2030, the Commission will propose a European Disability Card by the end of 2023 to be recognised in all Member States. It will build on the experience of the ongoing EU Disability Card pilot project in eight Member States and on the European parking card for persons with disabilities.
The European Disability Card intends to ensure free movement and equal enjoyment of rights for persons with disabilities in the EU by facilitating the mutual recognition of disability status across Member States. European Disability Card holders would benefit from the same preferential conditions for access to relevant services in all Member States, irrespective of where their disability status was granted.
DG EMPL is exploring different options concerning the scope of the card. Minimum coverage would be the one of the current pilot EU Disability Card: culture, leisure, sport, transport. However, ideally, the card should apply more broadly to services in the internal market. It will also consider incorporating the EU parking card for people with disabilities.
