On 24 June, the European Parliament Transport and Tourism Committee (TRAN) has adopted several amendments to the enforcement of passenger rights and passenger rights in the context of multimodal journeys proposals.
Agreed texts include:
- Standardised dimensions for hand luggage:
- For the personal item: maximum dimensions of 40x30x15 cm;
- For carry-on hand luggage: maximum dimensions of 100 cm (sum of length, width, and height) and 7 kg.
- The obligation to include carry-on hand luggage in the basic fare. The luggage may be refused on board on grounds of security due to the weight or size of the hand luggage. Information related to baggage allowances should be shared with passengers.
- A pre-filled common compensation and reimbursement form to be sent by carriers to passengers.
- A defined list of extraordinary circumstances modelled on their 2014 position.
- A clarification of the transfer of information between intermediaries are carriers and of their obligations to inform the passenger before the purchase, before and during the journey.
- In case the reimbursement goes through an intermediary, if the latter failed to reimburse the passenger during the 14-day period, the carrier will be obliged to reimburse directly the passenger. In case intermediaries fail to meet their obligations, they will be subject to national penalty regimes.
- The entitlement for the PRM’s accompanying person to travel free of charge.
- The obligation for carriers to report on service quality standards.
- When it comes to multimodal journeys, carriers and intermediaries will have to inform the passenger of the kind of ticket they are buying (single, combined or separate multimodal).

The same amendments should be voted in plenary during the week of 7 July. After the summer, the Parliament should resume its activity, meaning that it will engage in trilogues.
Alongside the Council text on the revision of EU261, adopted as a first reading, will also be addressed after the summer. The Parliament will only have 3 months (extendable to 4) to adopt a position.
